AbstractThis report is based on information gathered in preparation for and during a tour of the capitals of Japan, the People's Republic of China, Hong Kong, and Taiwan to study juvenile delinquency in those countries and to examine efforts by their governments to prevent delinquency. Included are ideas, procedures, and programs which delegation members considered useful as models for programs in New York City. Each country is examined in a separate section of the report. The extent of juvenile crime in each country is reviewed along with an examination of the types of offenses committed by juvenile offenders. The roles of education and culture are discussed, the impact of cultural and governmental changes in recent years is explored, and arrest and legal procedures for each country are described. National efforts to prevent crime are explained and visits with criminal authorities, judges, and detention home officials are described. Questions and answers between delegates and officials are included. Visits to reformatories, training schools, rehabilitation programs, and probation programs in each of the countries are described, and the functioning of such programs is explained. A brief summary of highlights of the visits to Tokyo, Beijing, Hong Kong, and Taipei concludes the report. (NRB)
