Abstract	This paper summarizes views on the costs of evaluation developed as part of CSE's Evaluation Productivity Project. In particular, it focuses on ideas about the kinds of costs associated with factors known to effect evaluation utilization. The first section deals with general issues involved in identifying and valuing cost components, particularly indirect costs considered either as shared costs of projects within an organization, as opportunity costs, or as side effects. The appropriate costs of evaluation are then discussed, and costs are considered in relation to benefits. The definitions and valuing of benefits are discussed. The final section of the paper spells out the cost implications of high-utilization factors. These factors include the political sensitivity of the evaluator, the evaluator's credibility, the involvement of the potential user, project characteristics, the evaluation design and methodology, and the evaluation reporting.
