AbstractThis report sets out parameters for growth in higher education (in Ireland) over the next twenty years, in two phases, respectively for the universities and Regional Technical Colleges (RTC)/Dublin Institute of Technology (DIT). In the first phase, to the year 2000, it takes account of recent Government decisions on new or expanded higher education facilities and the Steering Committee's own recommendations in this regard. Projections for the period 2000 to 2015 are based on targets set for increased participation by school leavers and mature students.... The report indicates the potential recurrent and capital cost implications of the projected growth. It also makes recommendations on regional needs in the specific areas within its remit - Dublin, Mayo, Tipperary and Waterford. The report endorses the diversity of the higher education system and the retention of two distinctive sectors, university and extra-university sectors. It recommends a number of measures to reinforce such diversity, while advocating the maximum possible co-ordination between the two sectors, based mainly on more flexible admission arrangements and course structures underpinning a structured credit accumulation and transfer system. The report also proposes the development of a new interface between higher education and the developing further education sector. The report further emphasises the need to ensure the maintenance of the higher quality in a situation of future growth, accompanied by measures to ensure equality and equity and safeguards against any form of discriminatory practices. It outlines the role of higher education in continuing education and in economic development. Finally, it identifies in more detail specific measures aimed at facilitating improved participation by those from socially or economically deprived backgrounds as well as by mature and part-time students, with the emphasis on second-chance students.
