AbstractThe dual system mentioned in the headline means that in the late 1980's a "new vocational higher education sector" was created ( in addition to universities) which "integrated existing vocational colleges into larger, more polytechnical units. The model for this reform was the German Fachhochschule". "In the current reform, Finnish policy builds on the ' different but equal' theory but the old educational hierarchy still manifests itself in the preferences of the applicants and selective entry to the different types of institutions. Another underlying theory is the ' natural' division between the two sectors corresponding to the practical/ theoretical dimension of student's abilities, expectations and qualifications in general. ... The first part of this article examines the Finnish developments and the problems of the expanding tertiary sector which led to a redefinition of the boundaries of higher education. What has been the rationale behind the controlling and steering of student flows and what is the relationship between the 'different but equal' ideology and the dual policy adopted? The latter section analyses the changing student market and the functioning of the dual higher education system by asking what are student's expectations concerning the practical versus the theoretical orientation of the different sectors."
