Abstract | "An overview of research on bullying in schools in Estonia during the last 15 years is summarized in this section, which assesses the research in three time periods. After little research of that focus, in the mid-1990s bullying was defined as a subset of aggressive behavior characterized by repetition and abuse of power in a victim-bullied relationship, similar to its definition in scientific literature. Early studies about school-children's bullying covered two areas: nature and the prevalence of school bullying among pupils measured by self- and peer reports. In the mid 2000s, a second wave of bullying research, based on the increase of public interest in school bullying, was begun. The principal characteristic of the present research is an enlargement of research area: (1) bullying in schools is not only a case of pupils bullying peers: teachers are also involved, in some cases as victims, in others as bullies; (2) ubiquitous technology resulted in cyberbullying, which now is challenging traditional school bullying; (3) a scientific evaluation of the use of anti-bullying intervention and prevention programs has been carried out at two levels: group and whole school, whereby recent studies have asked pupils and their teachers about school bullying."
