Abstract	This article deals with an unpublished manuscript from 1944/45 which is now being prepared for publication. The author is the German adult educator Fritz Borinski (1903-1988) who during his political exile in London intended to address a British audience about the history and nature of the democratic Volkshochschule movement in the Germany of the Weimar Republic. In the final chapter a programmatic view on a new era in Germany after Hitler is offered. It is the regeneration and reorientation of a traditionally rooted Free Adult and Popular Education which Borinski regards as indispensable for the reconstruction of democracy in a liberated Germany. In an analytical interpretation of the document the political identity of Fritz Borinski as an émigré as well as his concept of a future "integral democracy" will be discussed. (DIPF/Orig.).
