Abstract | The study scrutinizes the Japanese government's response to economic globalization in the context of higher education, in order to identify the relationship between economic globalization and the change in the Japanese higher education system. It argues that the Japanese government responds to economic globalization by adopting neo-liberal discourses and policies, which include the emphasis on the competitiveness of the institutions, the strategic funding allocation of the MECSST (the Ministry of Education, Culture, Sports, Science, and Technology) to the universities, the emphasis on the accountability of universities to society as a whole, and the stress on quality management and efficient institutional governance, management and leadership. The study concomitantly identifies the gap between the government's radical neo-liberal discourses, observed in the policy-making process, and its moderate neo-liberal policy practice at the implementation level. The study, using the case study on the corporatization of national universities, explains that the gap relies upon compromise and conflict between the neo-liberal group (e.g. Cabinet and Members of Parliament in the Liberal Democratic Party) and the anti-neo-liberal group (e.g. the MECSST and national university corporations).
