Abstract | Three years have passed since the Education for All (EFA) goals were declared in Dakar [in 2000], and signs are indicating that the efforts to give all children the right to education are losing momentum. This report highlights the reasons, suggests ways to bring the process back on track and shows that true purpose of EFA is not simply to put children in school buildings but is to guarantee the right of a child to learn from qualified teachers.
