| Abstract | "South Asian governments (except Afghanistan) are committed to the goal of education for all. Global, regional and national initiatives ... have encouraged a continuing focus on this committment during the past decade. Budgetary allocations, long-term loans and progesss during the 1990s in increased primary school enrolments reflect this committment. Several relatively recent shifts in UNICEF's strategic perspective on basic education are discernible." Such shifts are analysed in the article, e. g. not just enhance primary enrolment but also improve the quality of teaching and learning; moving from examinations to other forms of assessment of learning achievement; searching for better solutions for a more effective primary-teacher education and to rise the qualification of teachers; expanding access to information technology; expanding early childhood care (nutrition, health care) as a "supportive strategy" for primary education; resource allocations shall no longer be "top-down" but be decentralized so that resources can be directed to districts and subdistricts and so reach "those children, families and schools most in need of additional support".
