Abstract	The first part of the study gives a retrospective view on some essential features mainly characterizing the role of Moscow as the monopolistic centre during the Soviet period. It highligts the relation between the centre and the peripheries - which were on the one hand the Soviet Republics and on the other the bloc of socialist countries. The second part discusses the transformation of 'peripheries' into new 'centres', caused by the collapse of the Soviet Union and its satellite system. The main regional units are "Republics in Central and South-East Europe ... as well as the Baltic Republics; the newly independent states inside the CIS; the Russian Federation with its newly established 'semi-centres'.... The changes in the relation among centres and peripheries include educational components per se, because they necessarily require, in addition to structural reforms (e. g. in administration), the reconsideration of the processes of 'identity building', and all the changes have an impact on curriculum development and on the preparation of textbooks, the 'language issue' providing to be the most important issue in the reform processes".
