Abstract	The introducing chapters 1) describe definitions, meaning, methods and approaches of comparative education (CE), 2) show the development of CE in five stages and 3) analyse the factors that influence education. 4) The following part "attempts a careful analysis of educational systems, issues and problems in four countries - India, the U. K., the U. S. A., the U. S. S. R., and the Russian Federation, within the context of historical, socio-economic, political, cultural and other influencing factors. Basically, it involves a collection of up-to-date information, appraisals of standard authorities, interpretation of data on the basis of direct observation or documentary evidence and a comparative presentation." 5) Then the educational systems, policies and reforms of China and Japan are examined. 6) Finally 15 educational problems are presented which are the objects of CE.
