Abstract | The authors compare the education reform projects in the two countries and conclude that they both failed in the longer term. "Yet their impact merits assessments. Three main questions emerge from a comparative educational policy perspective. Are the two approaches sufficiently similar to be classified into categories of political strategy that have wider and more lasting relevance? What are the differences of outcome in the implementation of reform, and what light do these differences throw on the nature of the strategy? What are the variations in context between the two countries that are likely to affect the outcomes of reform? Two ... issues should be addressed before approaching these wider questions. What drives the demand for educational deregulation at a global level, and, comparatively, what differing political traditions affect the ways in which reform can be undertaken?"
