Abstract	The paper tries to give an idea of the Soviet educational situation and challenges in 1991, and this with regard to nationalism and internationalism in education. First of all, the implicit conflicts are outlined if similar attention is given to ethnic and national diversity, to equal standards throughout the Soviet Union, and to a humanistic and global dimension in education. Then, the earlier Soviet experience is summarized focusing on to what extent state policy in fact cared for ethnic and national dimensions in education in the past and where successes and shortcomings can be observed. In contrast, important new goals as well as necessary changes in content and educational structures are outlined for recent years. Finally it will be discussed how an understanding among the different ethnicities and nations in the Commonwealth of Independent States is - or should be - promoted, and to what extent an education for international cooperation has been an important goal. All in all the Soviet experience illustrates that decentralization and globalization in education are - and will be - complementary goals. (DIPF/Abstract übernommen)
